向台灣伸出人道援助之手

最近幾年，國際媒體、學術界及智庫所出版有關台灣政經的書籍並不很多，偶爾有一、二本，也多是根據地緣政治，以中國為主體、台灣為副體來論述。真正持平地以普世價值「自由、民主、人權」來討論台灣問題的更少。長期以來，中國當局對國際研究東亞政經的學者及專家，採取軟硬兼施的手段。若對其歌功頌德者，中國百般拉攏，在研究資料、田野調查及推動合作專案上，給予很大的優惠與協助。對不刻意討好中國，秉持學術良心，用十分客觀的數據，對中國政經、社會、文化、教育等做客觀評論的學者，中國當局即將他們列入黑名單。其中比較有名的是美國紐約哥倫比亞大學政治學教授Andrew J. Nathan以及普林斯頓大學中文系教授Perry Link。他們因為在2001年協助出版The Tiananmen Papers（天安門文件）而被列入黑名單，無法前往中國做任何學術交流活動。
可見，即使在歐美，面對中國強烈的壓力，有人要出版一本客觀、公正、能以台灣的立場來討論台、美、中關係的書，也要有莫大的道德勇氣。就個人所知，在最近三年，為台灣主持正義者，除了加州派普丹大學（Pepperdine University）公共政策研究院教授Bruce Herschensohn 2006年的著作Taiwan: The Threatened Democracy（該書已由王泰澤、張吉久教授夫婦譯成漢文）之外，就只有台美人第二代Abraham Young的近作Humanity at stake（人道危急）這本書了。
《人道危急》討論的是嚴肅的議題：台灣的民主、自由、甚至決定自己命運的權利正受到中國的威脅，岌岌可危。作者Abraham Young透過三位來自不同族裔（台、美、中）有理想、理性及正義感的青年，在擔任義工時相識，經過辯論、討論，將台灣目前的困境明確的呈現出來。那就是，在中國超過千枚飛彈的威脅壓迫下，台灣為求生存、拼經濟、捍衛主權、守護民主自由的防禦性動作，卻被中國及親中國的政客、媒體以擴大的音量打成「麻煩製造者」。台灣彷彿是國際社會無助的賤民（pariah）。
主修人類生物學的Abraham Young，有很嚴謹的邏輯及說理訓練。在書中，他透過曾擔任飛行員的美國年輕人，說出戰爭與使用武力的最高原則：完全以人的生命為考量，戰爭目的乃是追求「止戈為武」的和平，絕對萬不得已才動用武力。由三位年輕人對談所得的上述結論，突顯了中國挾其壓倒性的軍事武力強迫台灣人民就範，要脅台灣成為中國一部份的荒謬及無人性的野蠻。
書中那位來自中國的青年，或許因受到中國政府及中國共產黨對台灣民主的不實宣傳洗腦而產生對台灣的誤解，例如台灣人民控制的媒體捏造有關中國的謊言、台灣選舉買票等，作者也很技巧地給予糾正。
書中作者有系統地介紹台灣由解嚴走入民主這一段史實。他雖是所謂第三代外省人，卻有滿腔愛台灣的熱情。為避免情勝於理，說來火氣味太濃，他克制自己，不露痕跡地，透過三個年輕人的對談，成功地把台灣從1945到今天，由獨裁走向亞洲自由民主國家的史實，交代得十分清楚。
還不滿三十歲的台美人第二代的Abraham Young，以客觀的事實，將台灣面對的危急，提升為全人類的「人道危急」。書中引據的事實資料十分嚴謹，有理性的討論與辯論，充滿年輕人的正義感及理想主義，完全沒有說教式的置入行銷。不只是對第二代的年輕人，即使對學者、專家來說，這本書也應是對台灣有更正確了解的重要著作。
今天，台灣內外危機四伏，又得不到國際社會奧援之際，Abraham Young毅然挺身而出，以「人道危急」一書，為台灣仗義執言。作者「知其不可而為之」及「正其誼不謀其利，明其道不計其功」的精神，個人深受感動，因而在拜讀本書英文版及漢譯版之餘，特撰此文鄭重推介。盼望有更多人因為讀了這本書，秉持良知，盡人道之責，向台灣伸出援手。更希望國際社會能夠珍惜「台灣：一個成功的故事」( Taiwan, a successful story)。

台灣問題的獨特書寫

幾個星期前，美國佛羅里達州邁阿密大學醫學院小兒心臟科楊明倫教授來電，希望我能為他兒子 Abraham (Abe) Young 的大作 Humanity at Stake《人道危急》的中文翻譯本作序。我當時正為好幾件與醫學教育有關的活動壓得喘不過氣來，但一聽到這本我非常欣賞的好書即將以中文介紹給華人世界，我毫不遲疑地答應這份與有榮焉的工作。
我第一次與 Abe 見面是在兩年前由「黃達夫醫學教育促進基金會」舉辦的一場別開生面的國際人道醫療服務工作坊。當時我們邀請五位在國外和五位在國內從事這方面工作的醫界俊秀，前來台灣與熱心服務學習的醫學院師生做為期兩天的經驗分享。當時在精挑細選講者時，我認為這些人之所以能全心投入這種志業，家人的支持是非常重要的因素。因此我們建議講者最好能有家人前來與聽眾分享他們的想法，同時也使他們有機會分享講者的榮譽。
楊明倫教授不僅在他的專業--小兒心臟科方面的學術成就，以及投身旅美台灣人的社區活動為人稱道，他這幾年更投身海地的醫療服務。他的熱忱不只直接使海地人受惠不少，更重要的是，他的人道示範感召了不少工作夥伴以及許多台美人及其後代。就在這工作坊，我第一次見到了 Abe。當時 Abe 已經從長春藤的名校布朗大學畢業，正在申請醫學院。他談到他正在向哥倫比亞大學醫學院夏龍教授（Dr. Rita Charon）學習她首創的「敘述醫學」(narrative medicine)，這是訓練醫學生與醫生在病歷的記載裡深入描述病人的感受，透過這樣的訓練，可以培養醫者對病人的同理心。
那兩天裡我與 Abe 談了一些話，當時的直覺告訴我，他與我所看過的一般台灣人在美國的下一代不太一樣。他除了對父親的學術成就、救世濟人表示崇拜以外，更因為參與父親在海地的人道醫療行為，而對學醫這條路有非常高的期望。與他的談話使我了解他在大學時代就熱心參與各種助人的社團以及不少台美人第二代的活動，他也擁有深厚的寫作經驗以及想要了解別人的誠意。這些人格特質使我堅信這位年輕人將來一定能夠成為一個好醫生。
他回美後就開始與我通信，不久就寄了這本大作 Humanity at Stake 送我。記得週末一口氣看完以後，我就忍不住寫信向 Abe 道賀他的成就，並上網訂了幾本書，向國內與國外的幾位好朋友鄭重推薦。
在這本小書裡，Abe 以三個不同背景的年輕人在書店裡當義工的機會，開始聊起他們對台灣、中國、美國的政治看法，而他們的意見反映出各個不同成長背景者對台灣的了解與誤解。其中一位是在美國出生，曾回台就讀國民小學幾年的台裔美人，一位是出生中國，在日本長大，而後定居美國的中國年輕人，以及一位具有人道熱忱、國際經驗，曾經做過飛行員的道地美國年輕人。
就這樣，Abe 展開了他們的對話。從中引經據典，利用史實與數據，以及 Abe 寫作與思辯的長才，透過人道與政治的思維，使讀者慢慢了解台灣的民主發展這條路是怎麼樣走來的，而以中國1400枚對準台灣的導向飛彈的事實，在最後一章「對話終結：無可爭議的共識」說出強而有力的結論：
大家陷入深沉的靜默，是為了一個等待回答的問題，那是所有圍繞它的問題的核心。所有錯綜複雜和相關的問題全都匯集到一點：為何中國，或任何國家，可以理所當然的（並且在未經任何談判的情形下）將致命武器對準台灣？此外，是否有能夠化解其他台灣∕中國問題的答案--雖然黑暗但仍有希望？或者，至少那是我的想法。

作者簡介
楊立心 Abraham Young
1982年生於美國佛羅里達州邁阿密，是台美人第二代。1988~91年曾回台就讀國民小學。他畢業於長春藤學校布朗大學，在學期間曾入選該校的小說創作專案：Capstone Program in Creative Writing for Fiction。大學期間熱心參與台美青年學生聯合會（Intercollegiate Taiwanese American Student Association）。畢業後不間斷創作寫詩、辦文學雜誌，曾任企鵝出版社（Penguin Group USA）助理編審，現就讀紐約州立大學醫學院（State University of New York Downstate College of Medicine）。他在2003年參加第一屆福爾摩沙基金會的青年大使訓練計劃，2008年參與台灣路竹會的海地醫療服務，他也是台灣人公共事務會（FAPA）青年專業人員部（Young Professional Group）的一員。

Documenting the Un-"status-quo" Across the Taiwan Strait

In April 1999, at a conference held at the Fletcher School to commemorate the 20th anniversary of the TRA, Richard Bush, then the head of the American Institute in Taiwan, mentioned the US commitment to the status quo.
When I asked him for a definition of the term, Bush replied with a self-deprecating smile: "We haven't yet figured out how to operationalize the status quo."
In addition to US' inability to operationalize the status quo, even for itself, another fundamental problem is that at least three different opinions exist on the meaning of the status quo, one for each of the three main parties involved in the "Taiwan issue," which, as Taiwan sources frequently point out, really ought to be called the China issue...
In the case of China, it has changed the status quo by, among other actions, carrying out a military modernization program that seems specifically targeted at an invasion of Taiwan.
This includes, among other things, deploying massive numbers of short-range missiles that are pointed at Taiwan, initiating an ambitious submarine enhancement program and significantly expanding its sea mining assets.
Beijing also passed an anti-secession law in March last year...
As for Taiwan, President Chen Shui-bian (陳水扁) made a number of promises in his first inaugural address, one of which was that he would not abolish the National Unification Council.
However, in February, he announced that the Council's functions would cease.
There was a brief but heated debate about what ceasing the functions of the council meant. Analysts agreed this was weaker than "abolishing" the council but stronger than "freezing" or "suspending" it...
Moreover, none of the parties involved seems concerned when the status quo gets changed in a direction it likes.
There were no cries of protest from Beijing when the Taiwanese government, in 1991, gave up its claim to the right to administer the "mainland" or have the Chinese provinces represented in the Legislative Yuan in Taipei.
Also, in May last year, following statements by some Taiwan opposition party figures who said positive things about unification during meetings in Beijing, the Beijing Review observed that changes in the status quo in the direction of unification are actually a good thing.
The US has gone on record as saying that it is in favor of a solution to the complex relationship between Taiwan and China that has the assent of the Taiwanese people, which would represent a change in the "status quo."
One problem is that US policymakers themselves often do not seem to know or remember what US policy is.
As a case in point, in the Shanghai Communique, the US simply acknowledged the People's Republic of China's (PRC) claim that all Chinese people on either side of the Taiwan Strait believe that there is only "one China," of which Taiwan is a part.
In addition to acknowledging -- rather than accepting the PRC's claim -- the phrase contains another bit of verbal evasion: It said nothing about the views of many Taiwanese who don't believe that they are Chinese, but whose existence the US drafters were well aware of...
If the term "status quo" means so many things to so many people, maybe the US, Japan and the EU could agree that the term means "no use of force."
Maybe we could say that "status quo" has that minimal base or core meaning, so that, although the cross-strait problem has not been solved, adherence to even differentially defined concepts of the status quo could allow cross-Strait disputes to be managed.
I would argue that this wouldn't work because Beijing has a different strategy.
Beijing clearly sees that such international opposition to unification as exists states only that it is opposed to the actual use of force, and moreover says very little about what the consequences would be if force were used.
As a case in point, the European Commission report to the European Parliament in October said that policy should take account of the EU's opposition to any measure which would amount to a unilateral change of the status quo and its strong opposition to the use of force.
After the report was issued, I asked two questions of two European Commission specialists on east Asia.
First, I asked whether they saw the PRC's rapid military buildup as a violation of the status quo.
Their answer: China is prospering economically. Its natural that the PRC should want a more powerful military.
A reasonable translation of the gentlemen's statement would be that the commission does not think the arms buildup is anything to worry about.
My second question was that, given this military buildup and the PRC's various threats that it might have to effect unification by force, what would the EU's "strong opposition to force" mean in concrete terms?
The EU has no army and, given its many members, has had difficulty coming to any form of consensus on foreign policy and defense issues.
Would this "strong response" simply be a strongly worded statement saying "we are critical of Beijing's actions?"

Tracking the # of PLA Missiles Aimed at Taiwan

China currently has 300-350 short- and medium-range missiles deployed opposite Taiwan in Fujian province. The PRC force of DF-11, DF-15, and DF-15A missiles is increasing by about 50 missiles per year… (www.nti.org issue brief)

May 2006: "780"

Six of [PLA Second Artillary Force's] ballistic missile brigades are based along China’s southeastern coast and are armed with over 780 conventionally armed ballistic missiles of various types, which have sufficient range to strike the entire area of Taiwan. It is predicted that by the end of 2006, these brigades will have more than 800 such missiles and more than 100 cruise missiles. PLA tactics call for the 800 ballistic missiles to be launched in a 6-wave, 12-hour long saturation missile attack on Taiwan. Mar. 2008: "1,400"

China has deployed far more missiles aimed at Taiwan than previously reported, according to U.S. officials with access to intelligence assessments.
The officials say China has 1,400 ballistic missiles targeting the self-governing island over which Beijing claims sovereignty.

HUMANITY AT STAKE is a pamphlet-book that depicts the true conversation that occurred amongst three inquisitive people who engaged one another. It is written for the purpose of bringing the politics of Taiwan, China, and America towards all of our consciences and conversations. In so doing, dialogue removes those politics from reclusion and dangerous misunderstanding. On a broader level, HUMANITY AT STAKE is a reflection of - and a tool for - the issue of human rights for all, free people.

Event description: "Ever try explaining Taiwan-China cross-strait relations to a non-Taiwanese or non-Asian friend? How about discussing it with friends from mainland China? Ever wish for an opportunity to discuss such issues with your friends of different backgrounds?

Abraham Young, author and NATMA2G member, recounts one such experience in his new book, Humanity at Stake. During our November Wine Tasting event, you will have an opportunity to hear him read excerpts from his book and to participate in an informal discussion regarding cross-strait relations. We encourage our members to bring at least one friend who would like to learn more about Taiwan-China cross-strait relations. In addition, guests with potentially contrasting viewpoints are encouraged to attend. We hope that the evening will be filled with lively, friendly discussion among open-minded New Yorkers.

NOTE: Please bring your favorite bottle of wine, nonalcoholic beverage, or finger foods to share. Otherwise, we recommend a small donation of $5-$10 to help cover costs. Our organization is in its infancy and we do not rely on membership dues or entrance fees. Your organizers will provide finger foods and appropriate cups/utensils."
